In 2007, United Nations Environment Programme (UNEP) identified Sustainable Buildings as the specific area of interest for collaboration with Singapore through its Sustainable Buildings and Climate Initiative (UNEP-SBCI). In October 2009, UNEP and BCA signed a Memorandum of Understanding (MOU) to establish a framework for collaboration in capacity building projects for sustainable building policy development in the region.
On 14 September 2011, UNEP and BCA signed the second MOU to formalise the collaboration between UNEP and BCA to a more structured arrangement. The BCA Centre for Sustainable Buildings (BCA CSB) was then established in Singapore and designated as a Centre Collaborating with UNEP.

The centre will develop and deliver policy tools, approaches, undertake advocacy work and provide coordinated support to countries for sustainable resource management in the building sector. This assistance would be provided through the identification of successful policies, strategies and technologies at the regional and national level and by leveraging the collective expertise of BCA and UNEP as we strive to grow the BCA Centre for Sustainable Buildings into a hub for green buildings in the region and contribute to the global efforts of reducing carbon emissions from buildings.
